ADMINISTRATION

It was not until the Royal Air Force took over both the Flying Training School and the Air Force Headquarters at the beginning of 1961 that the four main branches in the Air Force were formed and their functions clearly defined. The four main branches at the Air Force Headquarters were: Operations, Engineering, Supply/Logistics and Administration.

The Administration branch is responsible for the organization of all personnel matters and works services. The branch head was known as the Senior Officer in charge of Administration (SOA). Currently the head of the branch is the Director Administration.

DUTIES AND RESPONSIBILITIES OF APPOINTMENT HOLDERS AT THE ADMINISTRATION BRANCH

DIRECTOR ADMINISTRATION

The Director Administration is the Head of the Administration Branch of the Ghana Air Force. He is responsible to the Chief of Air Staff for:

  1. Administrative Policy.
  2. Manning Policy.
  3. Establishment Policy.
  4. Development Projects.

He has directly working under him a number of Staff Officers at the Headquarters. These are:

DEPUTY DIRECTOR ADMINISTRATION (MANPOWER AND PLANNING) DD ADMIN (M&P)

This is a Wing Commander's appointment. The holder is directly responsible to Director Administration for:

  • Casualty Procedure.
  • Ceremonial.
  • Honors and Awards.
DEPUTY DIRECTOR ADMINISTRATION (ORGANIZATION AND SERVICES) DD ADMIN (O&S)

This is a Wing Commander's appointment. The holder is directly responsible to Director Administration for:

  • Forms and Publications.
  • Ghana Gazette & MDIS, ROCI, etc Amendments.
  • Defence Advisor Monthly letter.
  • Medical.
  • Operations Record Book. Historical Record.
  • Education-excluding excerpts under Director Training is PROMEX.
  • Welfare.
  • Catering.
  • Ghana Air Force News Letter.
  • Boards of Inquiry except Aircraft Accident.
ASSISTANT DIRECTOR ADMINISTRATION (MANPOWER AND PLANNING) AD ADMIN (M&P)

This appointment is established in the rank of Squadron Leader. He is responsible to DD Admin (M&P) for the following:

  • Ghana Air Force Benevolent Fund which is overall responsibility of the Chief Staff Officer (CSO).
  • Strength Returns.
  • AWOL.
  • Casualties.
ASSISTANT DIRECTOR ADMINISTRATION (ORGANIZATION)/ OC UNIT

This is a Squadron Leader's appointment. The holder is responsible to the CO (CSO) for the following:

  • Subordinate commander for all the personnel posted or attached to the unit.
  • Inspection of the building of the unit and processing of DF 1306 and 1308 for their repairs.
  • Security vetting of all unit personnel.
  • Rendition of strength returns for the unit.
  • In charge of civil labor of the unit.
  • Custody of unit files.
  • Discipline of all airmen on posted strength of unit.
  • Leave applications of airmen.
PERSONNEL STAFF OFFICER (PSO)

This is a Squadron Leader’s appointment and the holder serves under and is responsible to the DD ADMIN (O&S) for the following:

  • Officers and Cadets
    1. Recruitment
    2. Documentation
    3. Posting and attachments
    4. Transfer
    5. Implementation of promotion board policy
    6. Promotion and Appointment
    7. Careers under Air Secretary's
    8. Movements
    9. Termination of active service

  • Maintenance of Personnel Records at AFHQ.
UNIT ADMINISTRATION OFFICER (UAO)

This officer operates at the AFHQ (unit) level rather than at the staff level. The establishment rank for the holder is Flight Lieutenant. He/She is responsible to the OC unit for:

  • Promulgation of both UROs and Part II Orders.
  • Processing of 1306/1308 for personnel on posted strength of unit.
  • Taking action required on postings out/in and Attachment/Detachment of the personnel for the unit.
  • Security returns for unit.
  • Inspection of buildings of the unit and work services for their repairs where necessary.
  • Strength returns for units.
  • Demands for anti-malaria tablets and other preventives for personnel of the unit.
  • Custody of unit files.
  • Casualty procedure - involving personnel of unit.
  • BOIS and Audit Boards for unit where necessary.
  • Discipline or airmen posted to unit.
  • Collection of names of officers who default in paying Mess Bills for security of OC Unit.
  • Preparation of Duty Officer's roster.
  • Any other unit admin duties as may be delegated or assigned by the OC unit or CO unit.
ASSISTANT DIRECTOR VALIDATION STANDARDIZATION AND INSPECTION (AD VSI)

The Assistant Director Validation Standardization and Inspection (AD VSI) shall assist the AD VSI for the implementation of policies on standardization of operational procedures. The AD VSI shall handle all routine matters relating to VSI.
